In 1972, Manuel completed his Apprenticeship education from the New Orleans Electrical Joint Apprenticeship Program, which is part of the International Brotherhood of Electrical Workers, Local Union #130.
From 1972 until 1978, he was the owner of Degal Electrical Supplies.
From 1978 until 1983, he was the owner of Willowood Farm and Stables breeding Arabians
From 1983 until 1990, he was a Journeyman Wireman, employed with I.B.E.W. Local Union #130 in the jurisdiction of Local Union #3 and Local #25 in New York.
From 1983 until 1990, he was an I.B.E.W. Local Union #130 Apprenticeship Instructor.
In 1990, he was elected as Recording Secretary for I.B.E.W. Local Union #130.
In 1993, he was appointed Assistant Business Manager for I.B.E.W. Local Union #130.
In 1996, he was electeD President and remained as Assistant Business Manager for I.B.E.W. Local Union #130.
